Update to latest airshipctl reference

Describe the bug Treasuremap is currently referencing an older build of airshipctl. The treasuremap gates are failing against the latest airshipctl version.

Steps To Reproduce Jenkins auto-uplift job failure: https://jenkins.nc.opensource.att.com/job/development_backup/job/Treasuremap/job/Airshipctl_Uplift/55/

Expected behavior Update treasuremap to be compatible with latest airshipctl build.
