Add German localization #2

Feel free to suggest other changes as well. I wrote this very fast last spring and it would probably need some cleaning up. Also, I think that OJS now has the ability to change the order of the plugins calling for the same template hook. In this case the plugin should probably fire last.

We do not have this in production use so I have no feedback on how it works with different themes etc.

@ajnyga Okay, good to know. We are testing different plugins currently. I am not sure we will use this plugin in production. Thank you for the speedy reactions here!
