add pull request template #111

As promised in #110 - also relates specifically to changes to linting introduced there. If that PR is rejected, could modify this template to include more relevant comments like those included in some other PRs (see https://github.com/alan-turing-institute/deepsensor/pull/75#issuecomment-1759802874)
