Create Beamer templates to allow PDF presentations to be created in ATI house style

Acceptance criteria Following slides matching PowerPoint version in light style.

The basic Beamer template is functionally complete, though more layout than I'd like is handled by the *.tex file for each presentation, rather than the Beamer template. I haven't figured out how to generate a set of custom frames for each layout yet. However, I think it's in a state where people used to using LaTeX for presentations can productively use it so I'd recommend publishing the current set as v1.0 and getting them out there and used. If we get feedback that moving some more of the layout complexity to the templates would add value we can look at this then.

@triangle-man Can we do a desk review before publishing?

Templates reviewed by @triangle-man and @bottler and some minor edits made. Initial release (v0.1) made for internal use and feedback.
