Clean up the admin #23

Very few of the apps have admin.py files, and even fewer among those have fieldsets and other things defined within those. Let's clean that up.

I can get the pre-Brubeck admin files. For that matter, either of you may as well.

Wrote new ones in 8d338843514ab7470c02dbe1c6e987585f083db5 for advertising, design, docs, personnel, photography, tagging and voxpopuli and edited the existing ones for articles and publishing. I just did a quick scan through each application, so if an app looked like it had a non-trivial admin.py, I went ahead and left it alone. Everything else should have one now, though, so I'm calling this one closed.
