[scripts] Exclude municipalities from Mayotte, French Polynesia #15

When adding population to commune of France, the SPARQL query includes communes from Mayotte, French Polynesie,..., which are not present in the population file (it contains only metropolitan France, Guadeloupe, Martinique, French Guiana and Reunion).

They should be excluded in the query.
