[CREATE] IPFS-Pinning.md #22

Added this to the Tools section of the docs. The new IPFS Pinning flow will be able to link to this to better understand our decentralized pinning offering.

The title of this article is too long.

Users expectations from documentation are factual and the abstract of this documentation brings little to the reader apart from superlatives.

Agree, I just don't know how to use a short title in the nav a custom title in the docs?
