Maybe I'm totally missing something clever, but I believe the terms are i18n (internationalization) and L10n (Localization) - you've kinda mushed the two together by saying L18n.

Yes. The main message is that this editor is good for editing resources for both l10n and i18n. I'm glad you'd noticed.
