Chore/update versions #35

This PR does the following:

  1. Enforces that the torch cannot be 2.0.1, as it leads to bugs. Removed the manual downgrade to 2.0.0 in the CI.
  2. Updated Python versions in Github actions and makefile to 3.11.
  3. Updated Poetry version in makefile to 1.4.0.

This closes #34
