1) Execute the Draft GitHub release when a PR from develop to master is opened. Apply a release label on this PR.

2) Release notes will be manually edited.

3) When this PR is merged into master, a workflow gets triggered; if there is a release in draft with the same version as the one found in Pororoca.Desktop.csproj, then this release will be published.
