feature: parsing submissions by problem #11

This is really important. We need the upload system to be smarter about 
dividing up student submissions by problem.

Yeah I really don't know what this would look like off the top of my head. I 
guess we could split it up by giving them a template, but is that realistic in 
practice? We could start by splitting up problems by define, in between comment 
blocks [although not every student uses comments], or possibly by leveraging 
data from MAGS -- does scheme have a convoluted way could we pull out the start 
and end line numbers of where the definitions are used?
