linenumber mismatch #18

1. go to grade_whole/a3/bob
2. go to grade_whole/a3/alice
3. scroll to the end of the student code
4. see that the line numbers are not going all the way to the end.

We need to review the makelinenumbers function in grading.py as a starting 
point.
