I think you are trying to run the integration outside of the Firebase service. If you can let me know what you are attempting to do, then I can properly direct you.

You should create an Firestore account and set it to a Blaze type. Even though the Blaze type asked for a payment information, you are only charged when you go beyond the limits, https://firebase.google.com/pricing. If you are developing, you should be fine. Once you have this account, you should be able to install the extension.
