Added CLS config #185

Mostly marking 'obvious' parts, but the habitable ground hangar 'looks' like a self-contained unit to me, so I marked it impassable, and likewise the radial hangar specifically says no crew transfers allowed. (Which I think CLS assumes by default, but why leave it to chance?)
