Consider making "ACF with powers" the default format #316

When mods forget to select "ACF with powers" it becomes a problem to fix. If "ACF with powers" were default and it were the other way around (mods forgetting to select "ACF") it would cause no problems because of the lack of power marks in ACF format.

I agree; odds of having a misformatted packet with an accidental power is low. It'll be the default in the next version.
