Bring https://github.com/alphagov/search-v2-infrastructure into this repo #1504

GOV.UK's v2 search infrastructure is held in a separate repo, https://github.com/alphagov/search-v2-infrastructure.

We should bring it into here and archive that one - for consistency and making it easier to maintain.
