OPSIN (Open Parser for Systematic IUPAC nomenclature) is a Restful web application (that uses Restlet too) which provides access to chemical structures and their depictions. Documentation for the consumption of these web services are found at http://cut.gd/qBwW. It seems there's a large potential for including these services in ToxOtis.
