Merge in MI cases #27

The .do file is already created for this. Finish the .do file starting with the commented out part. merge in the michigan cases into the clean_cases dataset. After the .do file cleaning michigan is done, you will need to append the michigan data in the merge_all.do. the variables in Michigan need to be created according to the rules in the README. Then, you will need to re-run the entire project and see what else breaks, if anything. lots of things probably will, ask anya for help.
