severity rankings #42

The output of the program is a csv with three columns: the name of the file, severity ranking 1, and severity ranking 2.

I think we want that integrated into the overall csv yes? Do you merge the severity into the rest of the info about the case later on?

For now I just copied and pasted it into the csv manually. Since I took the information from the PA files by hand, there were some files that I did not include in the csv since they were appeals to an original case and did not really include any information. So there would be a mismatch if I tried to directly merge the columns in by code. If you want I can try to find a way to do that, though, just let me know.
