Unable to delete online photo

What steps will reproduce the problem?
1.Ran the command following command line 
2../google picasa delete "1998" -q "1998 - File0116-001.jpg" --yes --config 
.config
3.

What is the expected output? What do you see instead?
I expected to see a file delete confirmation string but instead recieved the 
following error message;
