more options for last.fm scrobbling #195

Currently the only option is server-side scrobbling all the time. All options might be:

Always scrobble ("Always")
Scrobble only when this browser is connected to Groove Basin ("When Connected")
Scrobble when this browser is streaming ("When Streaming")
Off ("Off")

Also save tokens server-side for the user instead of in the browser.

I would really like this feature. Currently my groovebasin is also sometimes used by two of my friends, and then my lastfm gets bumped a lot. This is starting to really annoy me, because they sometimes leave it running for a long time (with their computer sound turned off). Currently, the only solution is to not give them access, which isn't that nice, or to have two groovebasin instances
