I mean its either that or the line of nodes term $\boldsymbol{\hat{n}}$ is not meant to be a unit vector, which makes sense since in the figure 18 it isnt one either If that is the case, then in the paragraph above the equation in question, also should remove the hat off the vector, as well as probably update the lecture notes as well. On the other hand if im wrong then just ignore this.
Also you can see that in the following Lecture: The line of nodes term n isnt in unit vector form. So, that means the lecture notes also need to be updated as well. Also, for some reason here the $\boldsymbol{\hat{k}}$ isn't capitalized like in the original equation, so that might need a tweak also.
So, although, it is theoretically possible for there to be an angle where this formula is true, in most cases it isnt. So, I was wondering if perhaps, the angular momentum h was supposed to be a unit vector instead, $\boldsymbol{\hat{h}}$
