Add info for capital of Sahrawi Arab Democratic Republic #450

Hello, thanks for this very good deck.

According to Wikipedia, the declared capital of Sahrawi Arab Democratic Republic is indeed Laayoune (or spelled El Aaiún), but it is occupied by Morocco.

So much like for Palestine, I guess it should be added in the capital hints that Tifariti is the de facto capital and Tindouf the capital in exile.

The infobox does list Tindouf as capital-in-exile, so it's definitely worth adding to the Capital info field. From what I understand, the Parliament is in Tifariti and the government is in Tindouf.
