Not able to install OpenStreetMapViewer-3.0.4.apk

Steps to reproduce the problem:

1. I downloaded the apk and tried to install in my Emulator using "adb install" 
through command prompt, while installing it says "Failure 
[INSTALL_FAILED_MISSING_FEATURE]".

2. I tried with 3 emulators among which one supports Google Maps, But in all 
three emulators, installation failed.

I got the below message:

685 KB/s (330670 bytes in 0.471s)
        pkg: /data/local/tmp/OpenStreetMapViewer-3.0.4.apk
Failure [INSTALL_FAILED_MISSING_FEATURE]
