Missing a complete changelog / release notes #329

SUMMARY

The README points to https://github.com/ansible-collections/ansible.utils/blob/main/changelogs/CHANGELOG.rst which no longer exists.

There is https://github.com/ansible-collections/ansible.utils/blob/main/changelogs/changelog.yaml but it contains references to fragments, so it is not self-contained.

Is there a place where the complete, self-contained changelog is published?
