[WIP] Collection artifact #172

SUMMARY

Support install of collection archive artifacts. Assorted fixes for 'local_file' installs.

for non-built collection archives (ie, a tar up of a collection, 'mazer install path/to/alikins.collection_reqs_test-1.2.3.tar.gz')
for built collection archive artifacts ( cd ~/path/to/collection; mazer build; mazer install releases/
