chore: Remove optimism-rs #10

Description

The optimism-rs monorepo no longer exists (archived) so this pr removes it.

Since components will be properly abstracted and composable, there is no need for directly monorepo access anyways. Follow-up improvements will remove the need to clone the optimism monorepo as well.
