Artisan commands not executing #6

Windows 10 Laravel 5.7 Nova 1.1.3 Artisan-tool 0.2.2

None of the command execute after appearing on the screen. From the path you can see this is a windows installation with a project called temp.

This is the same for Nova 1.1.4 and 1.1.5 only there, the white background is gone/transparent. no information or errors are added to the logs
