This is a bit premature. The review of that issue is not yet complete, and we haven't yet come to consensus that "scan consistency" is even the right way to present the feature to the user.

Obviously this can't be merged until the ScanServer feature is merged. I'll close this PR for now, I'm using this branch for testing things.
