Optimize CI and Fix Python < 3.12 on Windows cannot build the python wrapper #174

In this PR, I fixed the following problems.

  1. Fix the issue that Windows with Python < 3.12 cannot build the python wrapper
  2. Add the paths-ignore in the CI config files
  3. Allow iotdb branch to run CI
