CEF3: Linux: Provide package for installing cefclient binary distribution #1035

CEF doesn't currently create a package for installing cefclient as part of the 
binary release process on Linux. This makes it difficult for users to guarantee 
that the correct dependencies are installed. It would be nice to provide 
package installers for the common Linux distributions (Debian, Ubuntu) as part 
of the release process.

As I'm already working on providing support, I would like to ask for something 
related to this issue. One of the most blocked issue is, except requirement of 
.svn/.git files, not providing a shared library which respect the digit 
convention.
