Create a feedback module with sync on github issue #21

As a developer of open-source API I want to get feedback about my API to GitHub issue automaticaly.

Goals

Learn the github API
Make the Feedback module the same as we have in APInf platform
Add opportunity to create new feedbacks in Github issue
When feedback was deleted then closed the issue on github

Nice to have

Opportunity to leave comment/answer
Marked feedback as "resolved"
filtering (open/closed/resolved or/and by type)
