Also streamline logic in VoltStatus and try to document some changes

hi @pwittich, sure I will create a new issue on what best to delay monitor tasks when semaphore is not taken on time.

For the current state of the code, I have tested it in both Apollo205 and CM on the bench and nothing unexpected showing up. I guess we can merge it now?
