metalinks promote a more robust internet #377

Hey I love this spec, in particular the bittorrent support.

Let me get meta on you though:

Metalink is a documented standard that would help developing world developers develop themselves and their economies if implemented in appc. It would also speed things in places with better access. It integrates bittorrent and a number of other download protocols for maximum decentralization goodness.
