Adding --fail-outdated option. #24

When --fail-outdated is included as an option, gemsurance will exit with status code 2.

Tests included and verified.

@jonkessler Hm, seems that both for this PR as well as a previous one bundler is having issues installing the gem. Issue with Travis?
