When do we need it? Before #14?

No we don't need Service Tax registration before #14.
But in general for operating in India we need service tax registration. https://www.aces.gov.in/ https://docs.google.com/a/applait.com/file/d/0B-a8qbwtYJLTdVFjYU80QkZNcFU/edit Point IV of above document describes the procedure for registration. I will start the process after getting approval.

I guess we need PAN/TAN before that?

No we don't need PAN/TAN for incorporation in Singapore. Will reply to #14 soon.

The TAN and PAN registration can be done online for Indian Company. Refer to: https://tin.tin.nsdl.com/tan/form49B.html & https://tin.tin.nsdl.com/pan/form49A.html for TAN and PAN registration respectively. Copy of Incorporation certificate is required not the agreement. Will start the process once we receive the Incorporation certificate.
