Estuary Login is not functional on FDI #36

As an Estuary user, when I try to log in to Estuary for the first time, it does not work - it simply stays on the login screen, with no error message. Expected: log in to application per usual.

Fixed with a ulimit fix (updated ulimit from 1024 to 1M) and disabling nginx caching on the API server.
