Overview

I want to be able to keep multiple devstacks configured with Sultan at once
This PR allows you to keep multiple devstack hosts configured in your .ssh/config at once, and when you call, sultan devtack foo or sultan instance run it will ssh to the correct configured host

The PR trigger has been failing because the branch name is too long. I'm going to test it on another branch. However, there's a quality check that fails that needs attention.
