only public thumbnails are in activity stream #76

[What steps will reproduce the problem? (We need detailed, specific steps.

1. Upload a photo, set its visibility to public.
2. Notice that it is in the activity stream for a friend of the user that 
uploaded the file.
3. Change the visibility to "only friends"
4. Notice that it is gone from the activity stream, even from the user's 
friends, but they can still see it in the album.

[What is the expected output? What do you see instead?]

This may be a feature request instead of a bug. However, I would have expected 
the behavior to be that the thumbnail will show up in the activity stream for 
friends of the user (when "only friends" visibility is set), and not for other 
users. Instead, it only shows up if the visibility is public.

BP Album - 0.1.8.9 - [Single Site Mode]

3.1.2

[What version of BuddyPress are you using?]

1.2.8

[What version of PHP are you using?]

5.2.13

NA -- it does not appear to be cache related

Not a public site.

This is from an early nightly build. There have been significant code changes 
that now render this ticket invalid.
