I was looking at the prayer times given at http://www.habous.gov.ma/ it seems that an Isha angle of 17.5 more closely matches what they are using.

perhaps you didn't use the coordinates they use. Here is an xml file with the coordinates taken from http://sourceforge.net/projects/prayertimescalc. I've asked the author, he said that he took them from their website, though I coudn't find them there. by the way these settings are also taken from that program on sourceforge. I've also asked him about the where he got them from, he said that the 5 minutes correction is from the maliki mathhab and it is called tamkeen, and the angles are from his diligence with the help of a professor in astronomy.
