Allow default language in data to be from system settings #5249

Linguistic Objects in the data can have content (a string) and a Language. That language should be able to be defaulted not by the administrator, but set to whichever instance in the RDM refers to the system's default language. Then models can be created that are generic and do not need the administrator that imports the model to go through and reset all of the defaults.

I think this can be generalized to:

Allow widget defaults to be configured in global settings and applied consistently across models.
