Complete the Spark MAX bindings #12

I'm very interested in using Arfur for this season, but I need certain Spark MAX features (notably the Encoders) that simply aren't present.

I recommend taking the summer to get familiar with the codebase and running the library on a small demo bot. From there, implementing the bindings yourself will be easy, if we have not gotten to it already.

Hey, I never followed up on this; I ran into multiple issues trying to get the bindings generation to work. Would you like me to discuss them here or make new issues for them?
