feat: add health check for ClusterResourceSet

Add Health Check for ClusterResourceSet

• Returns Degraded status if the ResourcesApplied condition is False
• Returns Healthy status if the ResourcesApplied condition is True
• Returns Progressing status if the condition is absent or still in progress
