fix: remove broken link from code-contributions.md

Deleting the section that contains a broken link per this discussion: https://github.com/argoproj/argo-cd/issues/20728

I don't have approvers permissions at the moment, but going to bring up at the contributors meeting, that I've tagged a bunch of PRs with ready-for-review (mainly ones that I've approved or filed) and ask them to take a look.
