Build a PoC for distribuded tracing and telemetry in Armada

Armada already has some support for Telemetry.

• Investigate current state of OT in Armada
• Investigate which components make sense to be traced
• Connect distributed traces in Server and Executor
• Build a mechanism to connect workloads to traces and document process
• Investigate can traces be propagated to components through Pulsar messages
