V4.1 scheme and primer BED file #86

Hi ARTIC folks,

I was wondering if there is an official scheme and most importantly primer BED file for ARTIC V4.1?

Will there soon be a new directory for V4.1 here? https://github.com/artic-network/artic-ncov2019/tree/master/primer_schemes/nCoV-2019

I saw Josh's blog post on V4.1, and a table that looks like a BED file for only V4.1 primers, but I wasn't sure if there was a complete & official BED file for V4 primers plus V4.1 primers that I could use.

I would hate to attempt to glue together 2 BED files and introduce errors/inconsistencies/etc.

The v4.1 PR was merged a few days ago...
