Pull Yaml Data From Spreadsheet #50

Instead of having people edit yaml files, we will pull data for TEPs from a spreadsheet and build pull requests on demand.

[ ] write script that takes current yamls and creates a google spreadsheet
[ ] write a github action that can be triggered manually that converts the spreadsheet into yaml files and creates pull request

Let's discuss this in person! There are a few reasons this might be very fragile, so it's important we only go down this path if it's clear the format will essentially never change, or we impose some strict process control on how it can be modified.

Sounds good, @JenkeScheen mentioned this would be covered in person. It sounded like the people responsible for communicating this data do not want to edit text files and rather work in a GUI (word, excel, or some form). Figuring out what they are most comfortable using is probably the key, since we can engineer our way to yaml files.
