Add ARE help files #205

The ARE does not have a help file yet.

Please update https://github.com/asterics/AsTeRICS/tree/master/Documentation/ACS-Help/HTML/ARE

Ensure to also checkout the help system as git submodules with git submodule update --init

The help files can be tested by opening a command window in the AsTERICS root folder:

  1. ant copyHelpFiles (copies the help files to the respective help folder)
  2. Starting the ARE
  3. Opening http://localhost:8081/help/
