Add CITATION file #262

Could y'all please add a CITATION file to this repo with the preferred method to cite this package?

We’re updating the Affiliated Package Review guidelines to include this (PR #229) and we’d like all coordinated packages to have one before we merge that change. Thanks!

I just turned on Zenodo webhook, so maybe after the next release, we can just put the newly generated DOI into the CITATION file. Stay tuned!

The hook only grabs GitHub Release, so this package's release manager need to create release from tag.

I think it started working with the v0.9 release and I'm going to tell my author to use the v0.10 citation (https://doi.org/10.5281/zenodo.7584411). Just a CFF warning: don't put the version nor the date into the CFF file unless the CFF is maintained and updated before a new release occurs. The problem is that if the CFF file goes stale the content of the CFF overwrites the actual release version and the release date via the GitHub hook.
