Looks like your cron job is broken and regular CI has not been running due to inactivity.

Should make sure your devdeps is actually pulling in numpy dev (xref https://github.com/astropy/specutils/issues/1082) and also that you are still compatible. Lots of numpy dev changes in the past couple of months, non-stop.
